Create a responder endpoint

ENDPOINT/v1/responder-endpoints

Enrolls an HTTPS URL to receive real-time decisioning callbacks. type is AUTH_STREAM or TOKENIZATION_DECISIONING. A program may enroll at most one endpoint per type. Send Idempotency-Key so retries return the original endpoint. This operation is program-scoped.
