Retrieve the Tokenization Decisioning secret

ENDPOINT/v1/tokenization-decisioning/secret

Returns the HMAC secret used to sign Tokenization Decisioning callbacks. Use the entire secret string, including whsec_, as the HMAC key. During a rotate overlap, previous_secret is also populated. This operation is program-scoped.
