Remove a capability from a product

ENDPOINT/v1/programs/{program_id}/products/{product_id}/capabilities/{capability_id}

Removes the capability from the product. Existing financial accounts, cards, and transfers created under it are unaffected; new ones that need the capability are rejected with 422.
