Create a prime rate

ENDPOINT/v1/credit-products/{credit_product_id}/prime-rates

Records a prime index rate on the credit product. Send effective_date and rate as a decimal string of basis points (for example "850.0000" for 8.50%). A second rate with the same effective_date returns 409. Send Idempotency-Key so retries return the original rate instead of creating a second one.
