Resend an event

ENDPOINT/v1/events/{event_id}/resend

Queues a new signed delivery of this event. Omit subscription_id to send to every matching webhook subscription; set it to target one. Send Idempotency-Key so a retried resend returns the original attempts. This operation is program-scoped.
