Update a webhook subscription

ENDPOINT/v1/webhook-subscriptions/{webhook_subscription_id}

Applies a partial update to url, description, event_types, or disabled. Omitted fields are left unchanged. Pausing sets disabled true and stops new POSTs. This operation is program-scoped.
