Progress a settlement funding event

ENDPOINT/v1/simulate/settlement/progress-funding

Advances a funding event along PENDING → IN_TRANSIT → SETTLED (or to FAILED) after a settlement run. Omit status to settle and post the funding transaction. Served only on the sandbox host.
