Create a monitoring-case comment

ENDPOINT/v1/monitoring/cases/{case_id}/comments

Adds an operator comment on a case that is not CLOSED. Send Idempotency-Key so retries return the original comment. Closed cases reject this operation. This operation is program-scoped.
