Retry an internal transfer

ENDPOINT/v1/internal-transfers/{internal_transfer_id}/retry

Re-attempts a DECLINED internal transfer with the original source, destination, amount, category, and type. Settled, pending, or reversed transfers reject this transition. Send Idempotency-Key so a retried retry returns the original result instead of posting twice.
